The language of rights is a powerful tool for asserting demands for equality. and rights language is contested. People can sincerely disagree everywhere the meaning of rights. This tension was at the heart of one of the approximately famous events in the history of aborigine-state relations in Canada: the 1969 honor theme. In 1969 the national government introduced a White report that proposed to eliminate Indian status: The policies proposed recognize the simple frankness that the separate legal status of Indians and the policies which have flowed from it have untilled the Indian people apart from and behind other Canadians. The Indian people have not been full citizens of the communities and provinces in which they stomach and have not enjoyed the equality and benefits that such participation offers. The national government sought to surrender responsibility for pristines to the provinces, repeal the Indian Act, and transfer control of lands to individual anc ients. But the policy was essentially flawed: it ignored more than a century of chance variable and handicaps that the state had imposed on cardinals. Full and equal keenness for individuals of aboriginal descent to the democratic rights and economic opportunities of the mainstream society- the integrationist approach- was not something to be spurned.
